Medicaid Waivers were developed for low-income individuals and families. Waivers enable the mentally, physically and developmentally disabled to access this Medicaid joint federal-state program where they can be eligible for long-term care in their own homes instead of being confined in institutions such as hospitals, nursing care facilities, and intermediate-care facilities. Individuals who meet the set qualifications for waiver programs can receive Medicaid-funded care services without essentially having to be admitted an institutional setting.
